Water damage restoration in Manhattan: apartments, risers and building rules

Manhattan

Much of Manhattan lives stacked: pre-war co-ops on the Upper West Side and the Upper East Side, walk-ups in the East Village, Harlem and Hell’s Kitchen, glass condo towers in Midtown, Hudson Yards and Battery Park City, converted lofts in SoHo and Tribeca. That stacking is why water damage in Manhattan so often starts somewhere other than the apartment where it shows. A leak in one bathroom can follow a riser, a pipe chase or a beam down several floors and come out above a kitchen three units away.

When the water comes down the line

In many Manhattan buildings, kitchens and bathrooms are stacked one above another, served by the same vertical pipes. A failed riser, a leaking shower pan or a washing machine hose can wet the same corner of every apartment below. Three things help:

  • Tell the super or managing agent first, so the building can shut the line and check every apartment in it, not just yours.
  • Check on the apartment below you. If your ceiling is wet, their ceiling may be next.
  • Ask for the incident report and the plumber’s note on the source. In a multi-unit leak, the building’s record of where it started matters to everyone.

The water damage standard used by restorers, the IICRC S500, puts finding and fixing the cause on the property owner, not the restorer. In a Manhattan building that usually means the building’s staff or its plumber fixes the pipe, and each affected apartment gets its own drying and repair.

Co-ops and condos: who repairs what

Who restores your apartment, and who pays, is set out mainly in your building’s own documents: the proprietary lease in a co-op, the declaration and by-laws in a condo, though the city’s housing code can still put some repairs on a co-op corporation. Ask the managing agent for the repair section before work starts. Many Manhattan buildings also have rules for any contractor who works inside: proof of insurance, work hours, elevator bookings and protection for the hallways. Asking early saves a lost day when the drying equipment arrives.

Renters in Manhattan

New York City’s Health Department says owners of buildings with three or more apartments must keep tenants’ homes free of mold, including safely repairing underlying problems like water leaks. HPD tells tenants who see a leak or signs of mold to notify the landlord, and if it is not fixed, or the work is not done safely, to file a complaint online or call 311.

Mold in Manhattan apartment buildings

The city’s mold rules depend on the size of the building. The Health Department says that if more than 10 square feet of mold has to be fixed in a building with 10 or more apartments, or with 25,000 or more square feet of non-residential floor area, owners or managers must use New York State Department of Labor licensed mold assessment and remediation workers, and state law prohibits the same licensed worker from doing both on a property. Ask the managing agent whether your building is that size. Details are on the page about mold remediation in NYC.

Pre-war plaster and modern towers

A pre-war apartment usually has plaster walls and ceilings and solid wood floors, which dry differently from the drywall in a newer condo. Plaster can survive a clean-water soaking if it stays bonded to its lath, but it dries slowly. A tower apartment may have sealed windows and its own heating and cooling units, which affects how drying equipment is set up. Either way, EPA’s guidance is to dry water-damaged areas and items within 24 to 48 hours to prevent mold growth. The page on wet drywall and floors explains what can stay.

Lower Manhattan

Water damage in the Financial District, Battery Park City and the blocks near the rivers can also come from outside the building in a storm. FloodHelpNY lists Lower Manhattan among the communities named for its residential backwater valve program. Water from outside the building is a flood or a sewer backup, not a leak, and the first steps are different.

Questions people ask

Who pays for water damage in a Manhattan co-op?

It depends on where the water came from and on the proprietary lease. Ask the managing agent for the repair section, the incident report and the plumber’s note on the source.

My building has rules for contractors. Does that matter?

Yes. Ask the managing agent what a contractor needs before starting, such as proof of insurance, work hours and elevator bookings, so the drying is not delayed.

Do the city’s mold rules apply to my building?

For more than 10 square feet of mold in a building with 10 or more apartments, the Health Department says owners must use NYS Department of Labor licensed assessment and remediation workers.

Is this site a Manhattan restoration company?
